The Canadian Press, citing a Venezuelan official, reports there are some survivors.
Transport minister Francisco Garces also told Reuters that the plane was travelling between the industrial city of Ciudad Guayana and the Caribbean tourist island of Margarita and that rescue teams were heading for the crash site.
Emergency services chief Luis Diaz told Reuters the plane, with 43 passengers and four crew, crashed onto property belonging to Sidor, which has a large mill and land near Ciudad Guayana.
